Pirate Starting Location

Hi there,

Is the Pirate meant to start in the main playing area and immediately active, prior to a 7 rolling and being placed by a player? It starts in a very inconvenient location in various scenarios like Oceania and Fog Islands.

Yes, it is supposed to be where it is when the game starts.
