Cities & Knights - I have the commodities, but the game won't allow the advancement

I have the commodities for an upgrade, but the game ignores any attempt to cash them in for the upgrade/advancement. (It accepted my first, with one. But with two <or three> it won't process the next advancement.

Did you have a city? If not, you cannot spend your commodities.
