Stuck on Heading for new Shores in Arrival on Catan

I am working on the Arrival on Catan. I have made it up to Heading for New Shores and have beaten it three times now. However, Candamir will not progress to the next phase. I have tried logging out and restarting the app, reactivating AoC, playing the tutorial for Cities and Knights, and obviously replaying the scenario to no avail. What should I do?
