AI players build ships around Pirate ship

The AI players easily build ships around Pirate ship as if it didn't exist. Human players can't do that.
It happened when an AI player played a Road Building card. The result was they built 2 ships and began to actually surround the pirate ship!
I have a screenshot of this situation, but I am going to stop taking screenshots and reporting bugs as Catan developers have not been responding. Maybe they will after the pandemic is over, hope everyone is OK.
