Why was I downgraded to level 14 from level 20?

A few weeks ago I was suddenly downgraded to level 14? I've asked before and can't seem to get a response. I only play Single Player and had been at level 20 for a few months. Also, I had 10 scrolls and at the same time dropped down to 8?
