@Chargerfan15 , I have the same problem. I can't build cities and getting offline even the Internet is ok.

I am also having the same problem, and it sux!!! It makes it next to impossible to win with this issue!!

Yep I could have won 2 different games and have all the resources and it gives me no options to build.
