Can’t buy city improvements

Sometimes i can’t buy city improvements. It’s happened a couple of times when I try to buy with coins and now with paper.

@Judithstar could it be, that you didn't have a city in these moments?
According to the rules, you just can buy city improvements, if you have at least on city at the field.
