"Crane" card can be played when it can't be used.

Most cards can't be played unless they can be used..... But even if I don't have the necessary commodity to do an upgrade, the game allows me to play a "Crane" card.... Then it's effectively "wasted" because I don't have the necessary commodity to do an upgrade.
If you can't afford an upgrade, you ought not be able to play the "Crane" card at all.
