How do I play commodity cards to upgrade my cities? I found the function once and couldn't find it again. And this was in the tutorial.

Zoom out from the board and click on the appropriate color of the commodity tableau on the downer right side of the desk.

Alternatively, to the way Honie posted, you can also just tab or click on one of your cities to open the quick-build menu and upgrade from there.
